I have never seen a "Certificate of Origin" follow beyond the original purchaser. The receipts serve two purposes, (A) ownership of the materials, proves ownership of the completed trailer (B) taxes paid on the materials avoids a tax on the completed trailer. In Iowa you may be required to show receipts for the materials used to build this "home-made" trailer. When one declares a trailer to be "home-made", you are basically creating a "certificate of Origin". Subsequent transfers are done by signing over the trailer registration, which in turn is submitted to the county recorder to complete the transfer of ownership. Iowa does not issue a "title" for small trailers, however, the "Certificate of Origin" is turned into the county recorder when the trailer is first transferred to the original owner. In the case of from a state that does not require titles for trailers, he should at least have given you the document called "Certificate of Origin" ,which should stay with the trailer documents from new and passed on to any subsequent owners. If you can find a SN on the axle, ask him to use that as the VIN.
